US Congressman. Born in Cortland County, New York, he attended Hamilton College, then moved to Illinois in 1859. With the outbreak of the Civil War, he assisted in raising Company G, in the 3rd Illinois Cavalry, went into action, became disabled and left the Union Army in 1863. After the war, he settled in Hannibal, Missouri and was involved in the Mississippi River bottom lands activities. In 1895, he was elected as a Republican to the Fifty-fourth Congress, serving until 1897. After his term, he engaged in agricultural pursuits until his death at age 75 in Hannibal, Missouri.
