U.S. Congressman. He graduated from the University of Cincinnati in 1896, from its law department in 1898, was admitted to the bar in 1899 and commenced to practice law in Cincinnati, Ohio. He also served six years in the Cavalry and Infantry, of the Ohio National Guard. In 1917, he was elected as a Republican to the Sixty-fifth Congress, for a full term to conclude in 1919. With the advent of the U.S. entering World War I, he absented himself from Congress, was commissioned a Captain in the 147th Regiment, U.S. Infantry, on August 4, 1917, went overseas and served until the end of the war. For his military service, he was decorated with the Distinguished Service Cross with Oak Leaf Cluster, Silver Star Medal, Purple Heart and the French Croix de Guerre Medal. Returning home from the war, he was not a candidate for re-nomination, was vice president of Ohio Valley Real Estate Compnay and resumed the practice of law until his retirement in 1961.
