U.S. Congressman. He studied law, was admitted to the bar in 1889 and commenced to practice law in Martins Ferry, Ohio, he was city solicitor, (1897-98, 1900) a member of the board of school examiners of Martins Ferry, (1903-08) and a member of the board of education of Martins Ferry, (1908-11). In 1911, he was elected as a Democrat to the Sixty-second and Sixty-third Congresses, serving until 1915. An unsuccessful candidate for reelection, he resumed the practice of law and served as chairman of the Ohio State Civil Service, (1931-35). He died in retirement at the age of 94.
