U.S. Congressman. Educated at McGill University Canada, he relocated to Wisconsin and was superintendent of the Pierce County Schools. Moving to Minnesota in 1881, he became the State institute conductor of Minnesota, was a professor in the normal school in Mankato and president of the Minnesota Educational Association in 1891. In 1893, he was elected as a Republican to the Fifty-third Congress and to the six succeeding Congresses, serving until 1907. An unsuccessful candidate for reelection, he was appointed by President Theodore Roosevelt the Second Assistant Postmaster General, serving (1907-08). He then was secretary of the American Iron and Steel Institute in New York City (1911-20). Returning to Wisconsin, he engaged in literary pursuits, until his death.
