U.S. Congressman. Born near Bloomingdale, Wisconsin, he was clerk of the Wisconsin State Bureau of Statistics of Wisconsin, in 1901 and deputy commissioner of statistics in 1902. Graduating from the University of Wisconsin, in 1903, he was chief of the department of labor statistics, president of the International Association of Labor Bureau Officials and chairman of the Industrial Commission of Wisconsin. In 1921, he was elected as a Republican to the Sixty-seventh Congress and to the next three succeeding Congresses, serving until 1929. Not a candidate for re-nomination, he engaged in agricultural pursuits and was a member of the Wisconsin State Department of Agriculture, from 1931, until his death at age 70 in Madison, Wisconsin.
