U.S. Congressman. He graduated from the College of William and Mary Virginia, in 1915 and during World War I, served overseas as a First Lieutenant in the 79th Division, U.S. Army, (1917-19). After the war, he graduated from the law department at the University of Pennsylvania, in 1920, was admitted to the bar and proceeded to practice law in Allentown, Pennsylvania. In 1933, he elected as a Democrat to the Seventy-third Congress to fill the vacancy caused by the death of Henry W. Watson, reelected to the Seventy-fourth and Seventy-fifth Congresses, serving until 1939. An unsuccessful candidate for reelection, he served as general counsel for the Farm Credit Administration until his death at age 51.
