U.S. Senator. He attended the Collegiate Institute, taught school (1885-89), studied law, was admitted to the bar in 1890 and commenced to practice law at Dover, Delaware. He also engaged in agricultural pursuits, was the Delaware State Secretary (1897-1901) and a Democratic presidential elector in 1912. In 1936, he was elected as a Democrat to the U.S. Senate, serving until 1943. An unsuccessful candidate for re-nomination, he continued the practice of law and was director of the Farmers Bank of Dover, Delaware, until his death.
