U.S. Congressman. Born in West Chester, Pennsylvania, he studied law, was admitted to the bar in 1801 and commenced to practice law in West Chester, Pennsylvania. He was a member of the Pennsylvania State House of Representatives (1807-09), plus a Lieutenant and Adjutant of the 2nd Regiment, Pennsylvania Volunteers, (1814-15). In 1817, he was elected as a Federalist to the Fifteenth Congress, serving until 1819. He declined to be a candidate for re-nomination, when appointed Deputy Attorney General for Chester County and became presiding judge of the judicial district for the counties of Chester and Delaware, serving until his death at age 57 in West Chester, Pennsylvania.
