Son of Edward Lemuel 'Buck' and Martha E "Ryan' Taylor. Educated in Chillicothe schools and studied law under Baldwin B Gill, Attorney. He was admitted to the bar in 1897. On September 6, 1899 he married Irene Blackburn. They had three children, Richard Blackburn, Buck, and Dorothy.
John served as Police Judge, Livingston County Prosecuting Attorney, Chillicothe City attorney, and Chillicothe Mayor when the first municipal electric plant was constructed. He was a well respected attorney.
