Civil War Confederate Officer. A native of New Orleans, Louisiana, before the war, Slocomb was a senior partner in Slocomb, Baldwin & Co. hardware merchants. With the coming of the war, Slocomb joined the Confederate army, where he was assigned as an Assistant Quartermaster and later as a 1st Lieutenant in 2nd Company Washington Artillery. In November 1861, Slocomb resigned from 2nd Company and returned to New Orleans only to reenlist as a Private in the 5th Company Washington Artillery. Shortly afterwards, he was again promoted to the rank of 1st Lieutenant. 5th Company would be assigned to the Confederate Army of Tennessee and engage in several major battles throughout the war. Wounded in April 1862 at Shiloh, Slocomb would be promoted to Captain and given command of the company after the resignation of Captain Washington Irving Hodgson on June 13, 1862. On September 1, 1864, Captain Slocomb was seriously wounded at Jonesboro and was hospitalized in South Carolina. Slocomb returned to the regiment in December 1864 and remained wit the regiment for the defenses of Mobile and Spanish Fort until the end of the war. After the war, Slocomb remained in New Orleans until his death.
