US Congressman. Born in Prince Georges County, Maryland, he studied at the Albany Law School New York, was admitted to the bar in 1858, then moved to Nevada and began prospecting and mining in 1861. He went into Nevada politics, serving in the Territorial House of Representatives (1862-65), then moved into the Montana and Dakota Territories and practiced law. In 1871, he was elected as a Republican Delegate from Montana to the Forty-second Congress, serving until 1873. An unsuccessful candidate for reelection, he resumed the practice of law in the North West before relocating to Washington in 1895. He died at age 62 in Spokane, Washington.
