U.S. Congressman. He studied law, was admitted to the bar in 1870 and commenced to practice law in Belvidere, Illinois. He was Belvidere City Attorney, (1875-76), prosecuting attorney for Boone County, (1876-78), served in the Illinois State Senate, (1878-82, 88-92) and a member of the Illinois State House of Representatives, (1882-88). During the Spanish American War, he served as a Colonel of the 13th Illinois Infantry, U.S. Army. After the war, he was judge of the Illinois seventeenth judicial circuit, (1898-1903). In 1903, he was elected as a Republican to the Fifty-eighth Congress and to the next four succeeding Congresses, serving until 1913 and was elected to the Sixty-fourth Congress in 1915 and to the next five succeeding Congresses, serving until his death at 77.
