Born to Russian-Jewish immigrants, he graduated from the Wharton School of the University of Pennsylvania and later attained a law degree from the University of Pennsylvania. Admitted to the bar in 1926, he commence practicing in Philadelphia. From 1935 until 1937, he served as Deputy Attorney General of Pennsylvania. He succeeded Harry C. Ransley in the US Congress in 1937 and during his tenure, Sacks served on the Banking and Currency Committee. He served as a lieutenant colonel with the United States Army Air Forces Eastern Flying Training Command during World War II. He lost his bid for reelection to Congress and was succeeded by James A. Gallagher. He resumed practicing privately and in 1965, he returned to government service when President Lyndon B. Johnson appointed him to serve as Chief Council of the United States Customs.
