US Congressman. He attended local schools and St. Paul's Academy in Oswego, afterwards working in the lumber, grain, and coal business. In 1900 he graduated from the University of Michigan Law School, was admitted to the bar, and began a practice in Niagara Falls. A Democrat, he served in the New York State Senate from 1911 to 1912 and was a Delegate to the 1912 Democratic National Convention. Later in 1912 he ran successfully for a seat in the US House and served one term, 1913 to 1915. From 1914 to 1918 Gittins was publisher of the "Niagara Falls Journal" newspaper. He was the Postmaster of Niagara Falls from 1916 to 1920, and one of the Commissioners of the Niagara Falls State Park from 1918 to 1940. In 1923 he moved to New York City, where he practiced law until 1956 while also becoming involved in real estate development and home construction in Rockland County. In retirement he resided in Sloatsburg, and he died at Tuxedo Memorial Hospital.
