US Congressman. Born in Chesterfield, South Carolina, he graduated from Mullins Academy, taught school, studied law, was admitted to the bar in 1884 and commenced to practice law in Conway, South Carolina. He served as Horry County Clerk (1885-1890), Senior Attorney of Horry County, (1885-93), a member of the South Carolina State Senate, (1897-98) and was Lieutenant Governor of South Carolina in 1899. In 1901, he was elected as a Democrat to the Fifty-seventh and Fifty-eighth Congresses, serving until 1905. He declined to be a candidate for renomination, resumed his private law practice and served as chairman of the board of regents of the South Carolina State Hospital, until his death at age 66 in Conway, South Carolina.
