US Congressman. Elected as a Republican to represent New York's 3rd District in the Fifty-eighth and two succeeding Congresses, he served from 1903 to his death in office. An 1874 graduate of Columbia College's Law School, Tappan was admitted to the bar that same year and set up law practice in New York City. He worked primarily in corporate law and was general agent for the New York Life Insurance Co. in 1889. Prior to his election to Congress he was a member of the New York Republican State Committee (1891 to 1892).
