US Congressman. He was born and raised in New York City, studied law, and was admitted to the bar in 1879. In 1887 he moved to Brooklyn, where he continued his law practice. An active Republican, from 1888 to 1890 Fischer was a member of the state party's Executive Committee. In 1894 he was the successful Republican nominee for a seat in the US House of Representatives and served two terms, 1895 to 1899. After running unsuccessfully for reelection in 1898 he was appointed to the US Board of General Appraisers, which reviewed the decisions of federal customs collectors. A 1926 law reorganized this board as the US Court of Customs, and Fischer was appointed one of its Judges. In 1927 he was appointed Chief Judge and he served until 1933, afterwards living in retirement until his death in New York City.
