US Congressman. He graduated from Columbia College, in 1910, from Columbia University Law School, in 1912, was admitted to bar and proceeded to practice law in New York City. During World War I, he was a Government appeal agent on the draft board. In 1923, he was elected as a Democrat to the Sixty-eighth Congress and to the next twenty-four succeeding Congresses, serving until 1973. He is the longest serving member of Congress ever from the State of New York. After leaving Congress, he was a member of the Commission on Revision of the Federal Appellate Court System, (1973-75) and resumed the practice of law. In retirement he remained busy and was a frequent guest on television and radio programs, speaking about politics.
