U.S. Congressman. Moving with his father to Louisiana, in 1826, he studied law, was admitted to the bar in 1843 and commenced to practice law at Alexandria, in 1851. He was a member of the Louisiana State House of Representatives, (1851 to 1861) and a delegate to the Confederate Louisiana State constitutional convention in 1861. In 1877, he was elected as a Democrat to the Forty-fifth and Forty-sixth Congresses, serving until 1881. An unsuccessful candidate for reelection, he resumed the practice of law until his death at age 64.

Joseph Barton Elam Sr. was married three times. His first wife, Susan A. Caldwell, died in her early twenties, after bearing him a daughter Mary Susan Elam (both buried at Victoria Cemetery - Sabine Parish). His second wife, Catherine Martha Steadman also died early twenties, having born him two children (Julia and Joseph II) who both died before Catherine did. They are buried at Mansfield Cemetery. His third wife, Mary Elizabeth Stewart, bore him eight children - Mollie, Ida, William, Charles Wheaton, Irene, Susan, Katie, and Joseph Barton Jr.

Joseph Sr. passed away in 1885 in Mansfield Louisiana and was buried in Mansfield Cemetery.
