US Congressman. At the outbreak of the Civil War, he was deputy clerk of Christian County, when he joined the Union Army and served as a Captain. He later served as chief clerk of the Kentucky circuit court, studied law, was admitted to the bar and commenced practice in Hopkinsville, Kentucky. He was a delegate to the Republican National Conventions in 1868, served as a member of the Kentucky State House of Representatives in 1871 and in the Kentucky State Senate in 1873. In 1883, President Arthur appointed him Commissioner of Internal Revenue, serving until 1885. In 1895, he was elected as a Republican to the Fifty-fourth and Fifty-fifth Congresses, serving until 1899. An unsuccessful candidate for reelection, he was appointed by President McKinley judge of the District Court of the United States for the District of Kentucky and he and served until his death at age 81.
