US Congressman. Born in Montrose, Susquehanna County, Pennsylvania, he grew up in Iowa, and attended law school there before moving to Oregon. He was admitted to the Oregon State Bar Association in 1890, and commenced a law practice in Vancouver, Washington. He then held several law positions in Clarke County, Washington, including that of Prosecuting Attorney as as a Superior Court Judge before he ran for Congress in 1908. Elected as a Republican to represent Washington's 2nd Congressional District in the United States House of Representatives, he served a single term from 1909 to 1911. He did not receive the Republican nomination to be re-elected to the seat, and after leaving office he assumed the Presidency of the Portland, Oregon minor league baseball team of the Pacific Coast League, which he had become part owner of in 1903. He served as the team president until 1921, when he returned to practicing law until his retirement. He passed away in Portland in 1935.
