U.S. Congressman. He graduated from the University of Pennsylvania, in 1831, attended Yale Law School, was admitted to the bar in 1836 and commenced to practice law in New York City. Moving to Indiana, in 1846, he was elected prosecuting attorney of Scott County in 1848, circuit prosecutor in 1850, judge of the second judicial circuit of Indiana, (1852-76) and a professor of law at the University of Indiana, (1861-70). In 1877, he was elected as a Democrat to the Forty-fifth and Forty-sixth Congresses, serving until 1881. Not a candidate for re-nomination, he served as commissioner of appeals in the supreme court of Indiana, (1881-85) and was judge of the circuit court of Indiana, from 1889, until his death at age 76. U.S. Navy Rear Admiral George Augustus Bicknell III, was his son.
