Oscar was born in Wayne County, Mississippi in 1885 to James Henry and Verda Pitts Brett. The second of seven children, he had three brothers and three sisters:

Julia Pauline b. 1891
Carneal Frederick b.1896
Ruth b. 1893
Minta Lorane b. 1900

In his youth he worked in the lumber mills of Mississippi.

He married Verda Lela Howze of Shubuta, Mississippi and they raised five children together:

Ethel Mae b. 1915
Robert Bowen b. 1917
Frances Dean b. 1921
Oscar Bowen Jr. b. 1925
Raymond Dawes b. 1927

Oscar worked for Huges Tool Company in Houston until his death in 1944. He sufferd a heart attack at his home one evening after dinner and was rushed to St. Joseph's hospital in downtown Houston where he died. At the time of his death his three sons were serving the military in WWII.
