Charles Moore was born in Philadelphia on April 15, 1868, son of Jacob and Catherine Muhr (immigrated from Germany in 1850's). He was orphaned in 1872 at the age of 4 and placed in the Orphans Home and Asylum for the Aged and Infirm of the Evangelical Lutheran Church at Philadelphia in Germantown. At the age of 14 he was indentured to Frederick Seibert to learn the business of farming, but in 1885, Charlie decided the farming life was not for him and the indenture was cancelled. The Fullmer family of Philadelphia took him in and he eventually fell in love with and married Caroline Amelia Fullmer. They married on June 16, 1889, and became the parents of 3 sons and a daughter. Charlie worked as a "corker" for the Philadelphia Water Works, and aided his wife's social work in the Philadelphia area for the military and the children of Philadelphia.
