US Governor. Served as the Governor of New Mexico Territory from 1897 to 1906. Also served as a Delegate to the Republican National Convention from New Mexico Territory in 1900, Treasurer of the New Mexico Territory from 1909 to 1911, Delegate to Democratic National Convention from Canal Zone in 1920 and 1924, Member of Democratic National Committee from Canal Zone in 1920, and a Member of the Democratic National Committee from New Mexico.
