U.S. Congressman. He attended the University of Georgia, graduated with a degree in medicine and surgery from Jefferson Medical College Pennsylvania, in 1857 and practiced medicine in Athens, Georgia. During the Civil War, he served as a Major of artillery in the Confederate Army. After the war, he resumed the practice of medicine, was a member of the Georgia State House of Representatives, (1873-77) and was editor- proprietor of the Athens Banner, until 1880. He then studied law, was admitted to the bar in 1881 and commenced the practice of law in Athens, Georgia. He was city attorney of Athens, (1881-82) and president of the Georgia State Senate, (1884-85). In 1887, he was elected as a Democrat to the Fiftieth and Fifty-first Congresses, serving until 1891. Declining to be a candidate for reelection, he was again a member of the Georgia State House of Representatives and served as a Major in the in the inspector general's office during the Spanish-American War. After the war, he engaged in the insurance business until his death at age 70.
