U.S. Congressman. Moving to Springfield, Vermont, around 1780, he was secretary of foreign affairs (1781-83), a member of the Springfield meeting-house committee in 1785 and tax collector (1786-87). He also was clerk of the Windsor County Court (1789-96), judge of the same court until 1801 and clerk of the Vermont State House of Representatives (1790-91). In addition, he was Brigadier General of the Vermont State Militia, in 1793, Major General of the 1st Division (1795-1817) and a member of the Vermont State House of Representatives (1795-97). In 1797, he was elected as a Federalist to the Fifth Congress, by special election, to fill the vacancy caused by the absence of U.S. Representative Daniel Buck, also to the Sixth and Seventh Congresses, serving until 1803. After leaving Congress, he again served as a member of the Vermont State House of Representatives (1803-08).
