US Congressman. He was born one of six children in Dover, Pennsylvania, to Melchinger R. Lewis and Justina Maul Lewis, and was educated in local public schools in York, Pennsylvania, and eventually graduated from high school in 1883. After completing his schooling he worked as a teacher in local public schools until September of 1889. He then studied law and graduated from the law department of Yale University in New Haven, Connecticut, in 1891. He was admitted to the bar in New Haven, Connecticut, in June of 1891, and admitted to the bar in York County, Pennsylvania, in August of 1891, and commenced to practicing law in York, Pennsylvania, shortly thereafter. In 1893, he was elected to the post of the School Controller of York, Pennsylvania. He was twice elected to serve in that post in 1897 and 1903. In 1895, he served in the post of City Solicitor of York, Pennsylvania. He was an unsuccessful candidate to represent the Fifty-Sixth Congress in 1898 but was elected to represent the Fifty-Seventh Congress beginning in 1901. A Republican, he then served Pennsylvania's 19th District (Fifty-Seventh Congress) in the United States House of Representatives as At-Large from 1901 to 1903. He declined to be a candidate for renomination in 1902. After his term in the United States Congress expired on March 3, 1903, he was succeeded in office by United States Representative Alvin Evans. After his time in public service had ended he resumed his practice of law. He passed away in Camden, Arkansas, at the age of 68. He was cremated and his ashes were placed in the Iris Columbarium Mausoleum at Valhalla Cemetery in Bel-Nor, Missouri.
