US Congressman. Elected to represent Mississippi's 1st District in the United States House of Representatives, serving from 1877 to 1885. Also served as a Member of the Mississippi State Legislature, and State Court Judge. During the Civil War, Henry was appointed second lieutenant in Company C, 14th Mississippi Infantry Regiment in 1861. Later, he attained the rank of lieutenant-colonel in the 11th Mississippi Cavalry Regiment. During the first administration of President Grover Cleveland, he was appointed to the office of First Assistant Secretary of the Interior. In 1889, he resigned to return to his law practice.
