US Senator. Born in Lima, Ohio, he moved to Pawnee City, Nebraska, in 1870, studied law, was admitted to the bar in 1875, then relocated to Astoria, Oregon and practiced law. He was city attorney (1880-82) and a member of the Oregon State Senate, (1878, 1890- 1902). In 1903, he was elected as a Republican to the United States Senate and served until 1909. An unsuccessful candidate for reelection, he resumed the practice of law in Portland, Oregon, until his death at age 64.
