U.S. Congressman. After graduating from the high school, he was a messenger in the Florida State House of Representatives, (1913-15) and chief clerk of the Florida State House of Representatives, (1915-18). He graduated from the University of Florida, in 1916, was principal of Suwannee High School, (1916-17), was vice president of the Florida Educational Association in 1918 and a member of the Florida State House of Representatives, (1918-20). He studied law at Yale University, was admitted to the bar in 1921 and was elected judge of Bradford County, Florida, serving (1921-24). In 1925, he was elected as a Democrat to the Sixty-ninth Congress and the next nine succeeding Congresses, serving until 1944. During World War II, he served as a Lieutenant Commander in the U.S. Navy. After the war, he resumed the practice of law and was city attorney for Starke, Florida.
