U.S. Congressman. He immigrated to the United States with his parents in 1852 and settled in Wisconsin. During the Civil War, he served as a Private in Company A, 6th Regiment, Wisconsin Volunteer Infantry, Union Army (1861-65). After the war, he was clerk of the circuit court of Sauk County, Wisconsin (1867-70), studied law, was admitted to the bar, practiced law and was Chippewa Falls City Attorney. He also was a member of the Wisconsin State Assembly in 1872, Chippewa County Judge (1872-76), and appointed U.S. Attorney for the Territory of Wyoming, serving (1876-80). Returning to Wisconsin, he practice law and was elected as a Republican to the Fifty-fourth Congress and to the six succeeding Congresses, serving (1895-1909). An unsuccessful candidate for reelection, he was appointed judge of Puerto Rico by President Taft, in 1910 and served until his death.
