Indianapolis, Indiana Mayor. As a Republican, he served as mayor from May 12, 1881, until January 1, 1884. As a young man learned the printing business working for the New Castle (Indiana) Courier newspaper. He came to Indianapolis in 1857 to study law and was admitted to the bar. He served as a private in the Civil War in the 132nd Regiment, Indiana Infantry (100 days service, 1864). He then helped organize and served as the secretary for two Indianapolis insurance companies. While the police court judge, steadfastly supported Sunday closing laws ("Blue laws"), and down-played raids on prostitution houses. He felt that closing such houses only caused those in the business to find other locations. Grubbs ran for and was elected to office as an Alderman in 1878, and resigned in early 1881 to campaign for mayor. He did not run for reelection as mayor in order to relocate to Mexico to run his wife's family's mining and banking businesses there. He retired in 1903 and later lived in Harrodsburg, Kentucky for several years until his death.
