US Congressman. After graduating from the University of Indiana, in 1869, he studied law, was admitted to the bar in 1872 and commenced to practice law in Washington, Indiana. He was the first City Clerk of Washington, City Attorney of Washington, and Mayor of Washington. He was also a member of the Indiana State House of Representatives. In 1885, he was elected as a Democrat to the Forty-ninth Congress and to the next four succeeding Congresses, serving until 1895. An unsuccessful candidate for reelection, he was active in the organization of the National Democratic Party in 1896 and was chairman of its national committee. In 1900, he was appointed by President William McKinley, a member of the commission to codify the United States criminal laws in Washington, D.C., serving until 1906. He then returned to Indiana and retired until his death at age 81.
