U.S. Congressman. He attended Wittenberg College Ohio, graduated from the Indiana University in 1882 and became editor of the Muncie Indiana Times in 1883. Studying law, he was admitted to the bar in 1886 and commenced to practice law in Muncie, Indiana. He was prosecuting attorney for the forty-sixth judicial circuit of Indiana (1886-90) a member of the Indiana State Republican Committee (1892, 1894) and Mayor of Muncie, (1894-98). In 1899, he was elected as a Republican to the Fifty-sixth Congress and to the next three succeeding Congresses, serving until 1907. An unsuccessful candidate for reelection, he resumed the practice until his death at age 80.
