Son of John Badger and Susan Moulton, he graduated from Manchester High School and Phillips Andover Academy and the Chandler Scientific School graduating in 1875. He was a member of the Common Council in 1879-1880 and the legislature from 1881-1882 and is the statistician of the Department of Agriculture for New Hampshire. He also been an officer of the First Regiment of New Hampshire (maybe National Guard as he was to young for the Civil War)

He also ran and then owned his father's publishing Co in Manchester, NH.

He returned to Manchester, NH date in the late 1870's and married Martha BP Cilley in 1893 who was 10 years his senior, she is resident down the road from this grave site 1168-8 with her first husband, daughter and son. Her son Harry Cilley (he was 8 years older than Arthur) was in charge of the National Guard reserves lived with her until her death in 1926. Don't know how the estate was settle, but Harry was living in a boarding house in 1930 and died in 1931. They are in grave #1157.
