US Congressman. A member of the Republican Party, he served Ohio's 3rd District in the US House of Representatives from 1967 until 1979. He attained his degree in Business Administration from the University of Dayton in 1942 and served with the US Army during World War II. Upon returning home, he continued his studies at the Harvard University Graduate School of Business and served as vice president of the Dayton Dress Company. Whalen initiated his political career as a member of the Ohio House of Representatives (1955 to 1960) and served in the Ohio State Senate from 1961 to 1966. During his tenure in the state senate, he was a contributor in helping implement the Fair Housing Law which was an early major civil rights bill of that period. During his time in Washington, Whalen was one of the most liberal members of his party. He served on the Armed Services Committee, as well as committees on international affairs. In addition, he served as professor of Economics at the University of Dayton from 1962 to 1966.
