U.S. Continental Congressman. He studied law, was admitted to the bar in 1771 and commenced to practice law in Albany, New York. With the outbreak of the Revolutionary War, he became a member of the Albany Committee, serving as treasurer and was one of the twelve deputies elected by the Albany Committee, in 1775. In addition, he served as Colonel of Light Cavalry, in the Continental Army. In 1775, he was elected to the Provincial Congress, serving until 1776, was President of New York, in 1777, was clerk of Albany County, (1777-78) and a member of the New York State Assembly, (1778-79, 88). He was elected a member of the Continental Congress, in 1788, served in the New York State Senate, (1791-93) and judge of Albany County, (1794-97). He also was appointed a Colonel in the New York Militia and was judge of the probate court from 1799, until his death at age 59.
