Rhode Island Governor. He graduated from Brown University in 1898, from the Georgetown University School of Law in 1900 and became a partner in the law firm of Fitzgerald and Higgins. Entering politics, he served as a Member of the Rhode Island State House of Representatives in 1901 and as Mayor of Pawtucket, Rhode Island, (1902-06). In 1907, he was elected as a Democrat the 50th Governor of Rhode Island, serving until 1909 and declined to seek a third term. After leaving office, he returned to the practice of law until his death.
