US Congressman. Elected as a Republican to represent New York's 26th District in the Fifty-eighth and Fifty-ninth Congresses, he served from 1903 until his death in office. Although he had little formal education, his early success as a businessman prompted his involvement in Franklin County politics. He was Supervisor of the town of Waverly from 1889 to 1895, Chairman of the Waverly Board from 1895 to 1897, Franklin County Clerk (1897, 1900), and Chairman of the Republican Party's County Committee from 1898 to 1902. At the turn of the 20th Century he settled in the village of Malone and was elected its President in 1902. As a US Representative he was a member of the Committee on the Merchant Marine and Fisheries. Flack suffered from poor health throughout his Congressional service and died one month before completing his second term.
