Presidential Cabinet Secretary. He attended Harvard University, received a law degree from the University of Pennsylvania and was admitted to the bar in 1886 and proceeded to practice law in Camden, New Jersey. He was serving as vice-chancellor of New Jersey, (1904-13), when he was appointed by President Woodrow Wilson the 46th United States Secretary of War, serving (1913-16). While Garrison was in office, he supported the plan to expand the U.S. Military. After leaving the Cabinet, he returned to the practice of law and served as receiver of the Brooklyn Rapid Transit Company, (1918-23).
