US Congressman. Elected to represent New York's 29th District in the United States House of Representatives, serving from 1855 to 1857. He organized the Williams Light Infantry New York Militia unit in 1838, for which the "Williams Light Infantry Quickstep" was composed. He served as the 19th Mayor of Rochester, New York from 1853 to 1854. and during the Civil War as a New York State Militia Brigadier General, commanding the 25th Brigade (1862). From 1872 to 1875 he was the Rochester City Treasurer.
