US Congressman. Elected as a Republican to represent Nebraska's 1st District in the Seventy-sixth Congress, he served from 1939 until his death in office. Raised on farms in Nebraska and Texas, he graduated from the law department of the University of Nebraska at Lincoln in 1908, was admitted to the bat that same year, and set up law practice in Nebraska City. He was prosecuting attorney for Otoe County from 1919 to 1923 and from 1927 to 1935. Heinke died in an automobile accident near Morrilton, Arkansas while en route to Washington DC to attend a session of Congress. He was succeeded by John Hyde Sweet.
