U.S. Congressman, Missouri Governor, U.S. Senator. After graduating from the University of Missouri in 1867, he studied law, was admitted to the bar in 1869 and commenced to practice law in Bedford, Indiana. Moving to Missouri, he was the Columbia City Attorney in 1870 and prosecuting attorney of Vernon County, (1873-74). In 1885, he was elected as a Democrat to the Forty-ninth, Fiftieth, and Fifty-first Congresses, serving until 1891. Not a candidate for re-nomination, he resumed the practice of law. In 1893, he was elected as a Democrat the 28th Missouri Governor, serving until 1897. During his term, the state's industry and declining economy were dealt with. After leaving office, he again practiced law and served as vice chairman of the Democratic National Committee. In 1902, he was elected as a Democrat to the U.S. Senate and served until his death.
