She was born in Albany, New York, on August 18, 1917 to Katherine (Sage) and Arthur Temple and grew up in Texarkana, Arkansas.
She was the granddaughter of T.L.L. Temple, founder of the Southern Pine Lumber Company, which later became Temple Inland.
Mrs. Allen graduated from Texarkana High School in 1934 and was a Phi Beta Kappa graduate of the University of Texas at Austin. A passionate lifetime member of the Girl Scouts of America, Mrs. Allen enthusiastically supported and participated in her daughters' scouting. Later she served as president and board member of the San Jacinto Girl Scout Council. Mrs. Allen's grandchildren hold fond memories of a never-ending supply of Girl Scout cookies in the cupboards. Dedicated in 2000, the Ann Temple Allen Girl Scout Service Center opened in Lufkin, providing space for day camps, service projects, troop meetings and special programs for local scouting troops. Mrs. Allen believed that "To those whom much is given, much will be required," and the whole of her life reflected that belief.
Appreciating the value of education for all, she was a founding member of the board of Angelina College.
