His father was a farmer in Plainfield N.H. and a staunch member in the Baptist Church in that town. Like all good Baptist in that section of New Hampshire, he sent his son Hollis, to the New London (Colby) Academy, where he fitted for college and entered Dartmouth in the fall of 1859. He remained though the course. He was a good scholar, but not a very hard worker. He held good rank in the class. In the fall of 1863, after graduation, he entered Newton Theological Seminary, Mass, and studied theology one year. In the fall of 1864 he dropped theology and became Principal of the High School in Columbus, Ohio, which position he held four years. The following two years he spent in Europe, studying theology in Heidelberg, and Berlin University, spending a few mouths at the University of Edinborough, Scotland. Returning home , he continue his studies at Rochester, N.Y. Theological Seminary, from which he graduated in the summer of 1871.
He was the regarded as one of the most promising young minister in the Baptist denomination.

In his last years Mr. Westgate was quite fleshy and any extra exertion would cause shortness of breath and distress. On the 4th of July, 1898 he took a severe "cold" which settled on his lungs. He could not lie down in bed, but slept sitting in an easy chair, what
little sleep he could get. His condition gradually grew worse till July 19, when the attending physician decided that there was a clot of blood in the right pulmonary artery, but thought he might recover from it. After the doctor left the house, Mr. Westgate felt so encouraged, by what the doctor had said, that he thought he would try to lie down in bed for a while. He went to bed and sat down on the edge of it, and asked his wife to rub his back: as she was doing so he fell forward to the floor, dead; he crossed the river of death without a sign of pain, gasp, or a struggle.
