U.S. Continental Congressman. He graduated from Yale College in 1740, served as the Windham Town Clerk, was appointed Captain in the Connecticut Militia in 1745, studied law, was admitted to the bar in 1746 and commenced to practice law in Windham, Connecticut. He was Windham justice of the peace in 1746, elected a deputy to the General Assembly, (1747, 49, 52-53), was active in the project of establishing a Connecticut colony in the Susquehanna Valley and served as agent of the Susquehanna Company in London, (1755, 63). During the French and Indian War, he was a Colonel in the Connecticut Regiment and was again a member of the General Assembly. Appointed comptroller of the Port of New London in 1764, he was a delegate to the Stamp-Act Congress in 1765 and a chief judge of the superior court, (1766-93). In 1774, was elected a member of the US Continental Congress, serving until 1779 and (1782-83). After his term, he retired from public life until his death at age 85.
