US Congressman. He served as a Private in the United States Marine Corps and saw action overseas during World War I. Graduating from Illinois College and Harvard University School of Law, he commenced the practice of law in Jacksonville, Illinois. He was elected to Congress from Illinois and served from 1939 to 1943. He served as President Franklin D. Roosevelt's administrative assistant from 1943 to 1945.
