US Congressman. After moving to California in 1849 and settling in Sierra County, he was admitted to the bar in 1852 and establised a legal practice in Downieville, California. He served in the California State Senate and was elected to the United States Congress from California, serving from 1857 to 1859. He was one of the first six Cavalry officers appointed by President Lincoln in 1861, and he later served as a Colonel and aide-de-camp on the staffs of Major Generals Henry W. Halleck and George H. Thomas. He became a general contractor in Washington, D. C., following the Civil War.
