Federal Judge. Appointed to the federal court district by President Theodore Roosevelt on March 1, 1907. At the time of his death, he had the longest bench record of a federal judge. He attended old Nebraska College, Grinnell College and Northwestern University. Prior to his appointment, he was a surveyor for railroad projects, a school teacher and a lawyer, admitted to the bar in Nebraska on March 5, 1885. He also serve the Lincoln, Nebraska legislature between 1895 and 1897. Born in Iowa, he was a son of Samuel Munger and Mary Ervin. He married Carrie Case on June 5, 1888 and they had three children.
